1 in 3 cigarettes sold in Ontario are illegal. The RCMP has identified 175 criminal gangs that are involved in the trade, and they use the proceeds to fund guns, drugs and human smuggling.

Higher tobacco taxes fuel organized crime. Excessive tobacco taxes only make it easier for the criminals selling cigarettes. The Ontario government’s planned cigarette tax increase for 2018 will mean more money in the pockets of criminals.

Enforcement is the answer. Quebec has shown that meaningful anti-illegal tobacco enforcement works. Their efforts have reduced illegal tobacco by half, cut profits for criminals, and netted more than $180 million for tax payers in the last year alone.
